The Economic Development Partners of East Troy bring together the East Troy Area Chamber of Commerce & Tourism, Walworth County Economic Development Alliance, and the Wisconsin Economic Development Corporation to support business growth and community vitality.
Together, these partnerships provide resources, connections, and regional insight to help businesses start, expand, and succeed in East Troy.
Recently, through the Village’s partnership with the Wisconsin Economic Development Corporation and the Connect Communities program, East Troy obtained two $250,000 Community Development Investment grants.

There are many resources and programs to foster the growth and prosperity of our businesses. Through various resources and incentives there are several options available to help start a new business or improve what's already here.
TID #5: Strategic Growth & Development
Supports continued economic growth, infrastructure investment and site readiness in East Troy’s key development areas.
- Created to encourage private investment
- Supports commercial, industrial and mixed-use opportunities
- Helps fund public infrastructure improvements
TID #4: I-43 Commercial & Industrial Corridor
Established in 2018 to promote commercial and industrial growth along the southern I-43 corridor.
- Approximately 237 acres
- Focused on commercial and industrial expansion
- Supports infrastructure and site development improvements
CDA Façade Grant Program
East Troy is committed to investing in the long-term vitality and appearance of its business community. Through the CDA Façade Grant Program, eligible businesses and property owners may receive financial assistance for exterior building improvements that enhance the character, visibility and overall experience of the Village.
- 19 façade grants awarded from 2021–2025
- Program availability determined annually by the CDA
- Supports storefront, signage, lighting and exterior improvements
- Encourages reinvestment in downtown and commercial districts
The program helps strengthen East Troy’s historic character while supporting businesses that contribute to the community’s long-term growth and vibrancy.
Revolving Loan Fund - For Small Business Start-Ups and Business Expansions
The Village of East Troy Community Development Authority (CDA) established a new loan program in 2021 utilizing the prior Community Development Block Grant (CBDG) funds which were defederalized. The program is administered by the Village of East Troy with the assistance of Walworth County Economic Development Alliance (WCEDA)
Eligibility/Minimum Requirements
Business establishments must be located within the Village or committed to locating within the Village.
A minimum of 1:1 match of private funds leveraged to loan funds requested (a higher match may be required by the CDA).
Applicant must demonstrate the proposed project is viable and business will have ability to repay the funds.
Compliance with applicable local, state and federal laws.
Project shall be completed within 24 months from date of loan approval.
Applicants must have a minimum of 10% equity in the business.
USe of Funds
Funds may be used to assist a business in:
Acquisition of land, buildings, and fixed equipment
Site preparation, construction, or reconstruction of buildings
Installation of fixed equipment
Clearance, demolition or removal of structures or rehabilitation of buildings
Payment of assessments and/or connection charges to a business for sanitary sewers, water mains, public streets, and other improvements if the provision of the improvements will directly create or retain jobs (this does not apply to public improvements paid for by the Village)
Working Capital (inventory and direct labor costs only)
Under exceptional circumstances, the CDA may consider a loan for job retention purposes.
